The U.S. Sanctions' Policy

The U.S. sanctions on Cuba failed to tame Cuban leadership, according to the U.S. president Obama himself. After the U.S.-Soviet nuclear escalation at the beginning of 1960s ,CIA  engineered a plot to overthrow Cuban president Fidel Castro. Although the CIA utilized some Cuban opponents (most of them reside in Florida), the result was failure of Pig of Bay Invasion.  Does this story remind us of CIA-engineered Syrian opponents?
Any way, Obama has finally admitted failure of sanctions policy against Cuba. Meanwhile, the U.S. congress is preparing to issue further sanctions against Russia.
