I think Both of Fatah and Hamas will not voluntary agree to 'end the division'. Both of them occupy the Authoritarian position in Gaza Strip and West Bank.
In my opinion, An Anger popular demonstrations to exlcude or al least to force them to end the political and geographic division by the Palestinians wherever they reside is the most effective option.
