Not enough executioners in Saudi Arabia

Executions are usually carried out by SWORD in Saudi Arabia.  Some 76 persons were put to death in 2012 by Sword , and 40 have already been put to death this year. However, There are not enough 'slaughterers' in the monarchy to work as executioners.

Fox News says: "While the problem may shine a light on Saudi Arabia's frightening justice system". What does "frightening justice system" mean? really? and did the light shine on France's Louis XVI
